Chapter 1: General Provisions

Article 1.
The Ethics Committee shall establish an ethics committee (after this referred to as "the committee") to deal with ethical issues that may arise by the activities of the Society by Article 4 of Chapter 1 of the Society.
Article 2. (Purpose and Function)
This committee deals with issues related to research ethics throughout research activities such as research, education, and publishing. The purpose of this regulation is to define the procedures for ensuring research ethics and integrity and the establishment and operation of the committee for carrying out its work.
Article 3. (Subject to be Applied)
This Regulation shall apply to those who perform or participate in researchers who contribute to the Journal.
Article 4. (Scope of Application)
The matters related to the establishment of research ethics and the verification of research truthfulness are subject to these regulations. The content of the ethics deliberation defines by the "Guidelines for Securing Research Ethics" of the Korean Ministry of Education and COPE guidelines.
Article 5. (Scope of research cheating)
1. Research misconduct (after this referred to as "cheating") refers to the acts of each of the following actions conducted in the proposal and performance of research, report of research results, an announcement.
1) Making false data or research results that do not exist.
2) Act to manipulate research materials, equipment, and processes artificially, or to distort or distort research content or results by arbitrarily altering or deleting data.
3) Plagiarism is the act of plagiarizing research content or research results of a creative person without proper approval or quotation.
4) The author does not grant the author of a thesis without a justifiable reason to a person who made a scientific or technological contribution or contribution to the research content or the result. The author of the paper to express gratitude to a person who has not made a scientific or technical contribution or contribution, is an illegal article author marking act.
5) Deliberately interfering with investigations into allegations of misconduct by you or others.
6) Acts that are seriously out of range of what normally accepted inacademia.
7) Misconduct which the Committee in paragraph 2 considers necessary for its investigation or prevention.

2. The Research Ethics Committee (after this referred to as the "Committee")
shall deliberate within the Institute for the self-examination of the Society on the conduct of Article 15.
Article 6. (Definitions of Terms)
1. The term "informant" means a person who is aware of the misconduct and who has informed the Committee of the Society about the relevant evidence.
2. The term "respondent" means a person who has been subject to investigation of misconduct by the report or the recognition of the committee or a person who has been considered to be involved in fraudulent activities in the course of conducting the investigation. The respondent does not include.
3. "Preliminary investigation" means a procedure for determining whether or not there is a need to investigate allegations of reported or perceived misconduct formally.
4. "Survey" means the procedure for investigating whether or not the allegation of misconduct is true.
Article 7. (Measures to Prevent Cheating)
To prevent the plagiarism of the thesis, it is required to submit the verification of the plagiarism prevention system. We will use the similarity check or copy killer to check the citation index of Korean journals.
Article 8. (Approval of Bioethics Committee)
In the case of human subject research, approval of the Institutional Bioethics Committee (IRB) confirmed.

Chapter 2: Establishment and Operation of Committee

Article 9. (Function)
The Committee shall deliberate and resolve the following matters.
1. Matters concerning the establishment and operation of research-related ethics and integrity systems;
2. Matters concerning the enactment and revision of relevant regulations, such as the Code of Research Ethics
3. Matters concerning the receipt and processing of reports of misconduct;
4. Matters concerning the commencement of the main investigation and the determination, approval and review of the findings;
5. Matters concerning the protection of informants and inspectors;
6. Matters concerning the treatment and follow-up of the results of the verification of research integrity;
7. Other matters concerning the operation of the committee.
Article 10. (Composition and Term)
The composition of the Ethics Committee is as follows.
1. The Committee shall consist of a few members, including the Chairman and the Ethics Secretary.
2. The Chairman shall be appointed by the President of the Society in accordance with Article 36, Paragraph 3 of the Articles of Association.
3. The members shall be appointed by the president of the Society upon the recommendation of the chairman.
4. The term of the Ethics Committee may be two years and reappointed.
Article 11. (Chairman)
1. The chairman represents the committee and presides at the meeting.
2. The vice chairman assists the chairman and acts on behalf of the chairman.
Article 12. (secretary)
A secretary is appointed to the committee to handle all administrative matters
Article 13. (Meeting)
1. The Chairman shall convene the meeting of the Committee and become its Chairman.
2. The meeting shall be decided by the attendance of a majority of the members present and the approval of the majority of the members present.
3. The Committee shall, in principle, meet in closed sessions and, if necessary, invite the relevant parties to attend and listen to them.

Chapter 3. Report and Receipt

Article 14. (Report and Receipt of Misconduct)
The whistleblower may report to the Commission in writing or by e-mail, and relevant evidence must be submitted in writing. However, real name reporting should be made in principle.

1. The Committee shall protect the identity of whistleblowers and shall not disclose the whistleblower's name unless necessary.
2. The Committee shall recover the damages or take the measures required by the informant if the informant receives disciplinary disadvantages such as disciplinary action, discrimination in working conditions, unreasonable pressure or harm, etc., for reporting the misconduct.
3. A whistleblower who reports a report, even though he or she knew it was a false one, would not be included in the protection.
Article 16. (Protection of the Investigator's Rights)
The Commission shall take care not to infringe the honor or rights of the Investigator until the investigation of the misconduct is completed, and shall endeavor to restore the indemnity of the Investigator who is found innocent.
Article 17. (Guarantee of objection and defense of pleadings)
The Committee shall equally guarantee the rights and opportunities of commenting, objection and defense to the informant and the investigator and inform the procedure in advance.

Chapter 4 Preliminary Investigation

Article 18. (Preliminary Investigation Committee)
The Chairman shall form a Preliminary Investigation Committee with no more than three members within 10 days of receiving the report.
Article 19. (Period and Method of Preliminary Investigation)
1. The preliminary investigation shall be undertaken within 30 days of the date of receipt of the preliminary investigation, and within 30 days of the start of the preliminary investigation.
2. In principle, a fraudulent act that has been in effect for five years from the date of filing the report shall not be processed even if it is received.
3. In preliminary investigation, the following matters shall be reviewed.
1) Whether the report corresponds to the misconduct prescribed by Article4 (1);
2) whether the report has specificity and clarity, and whether there is a need for or benefit from conducting this investigation;
3) 5 years have passed since the misconduct was reversed from the report date.
Article 20. (Report of Preliminary Survey Results) ①
1. The result of the preliminary investigation shall be notified in writing to the whistleblower and the examinee within 10 days after the decision of the Committee. However, this shall not apply in the case of false reports.
2. The preliminary investigation report shall include the following information.
1) Details of the Report
2) The allegations of misconduct as the subject of investigation
3) Whether or not the main survey was conducted.

Chapter 5. Main Investigation

Article 21. (Starting and Period of This Survey)
1. The main investigation shall be commenced within 30 days of the Commission's decision to conduct main investigation, during which time a committee for conducting main investigation (hereinafter referred to as the “Investigation Committee”) shall be formed.
2. Complete main investigation within 90 days of the start of the main investigation.
3. If the investigating committee decides that the investigation cannot be completed within the period, it may explain the reason to the committee and request a one-time extension.
Article 22. (Organization of Investigation Committee)
1. The Investigation Committee shall consist of five or more members.
2. The composition and commission period of the investigating committee shall be decided by the resolution of the committee, and the chairman of the investigating committee shall be elected from among the investigators.
3. The Investigation Committee shall include at least one-half of persons with expertise and experience in the field, and appoint at least one-fifth of outside personnel who are not affiliated with the school to ensure fairness and objectivity.
4. Persons with interests and interests in the investigation shall not be included in the investigation committee.
Article 23. (Request for Attendance and Submission of Data)
1. The investigating committee may request the reporter, the examinee, the witnesses, and the reference person to attend the statement and, if he / she gives up, he / she shall submit a separate “statement of waiver” to the chairman.
2. The investigating committee may require the investigator to submit data and may take appropriate measures with the approval of the chairman for the preservation of evidence.
Article 24. (Submission of Main Survey Report)
1. The Investigation Committee shall submit the Investigation Result Report (hereinafter referred to as “final report”) to the Committee within 10 days after the conclusion of this Investigation.
2. The final report shall include the following items.
1) Details of the Report
2) The allegations of misconduct as the subject of investigation
3) relevant evidence, witnesses and statements;
4) Survey Results.

Chapter 6. Action after Main investigation

Article 25. (Decision)
1. The award shall be made within six months of the start of the preliminary investigation.
2. The Committee shall report the findings to the Chairman, the informant and the examinee shall be informed.
3. If the informant or the investigator disagrees with the decision, within 30 days from the date of the request for reconsideration, must be submitted.
Article 26. (Reconsideration)
1. The Committee shall decide whether to reconsider within 10 days of receiving the request for reconsideration.
2. The procedure and method of the review shall be determined separately by the Committee.
Article 27. (Measures on Results)
1. The Chairman may suggest follow-up measures to the President of the Society for alleged misconduct. If you are an outsider, notify the Head of the related Institute.
2. Matters concerning disciplinary measures may be determined by other relevant regulations or separately.
3. If the acts under Chapter 6, Article 6 are finally admitted, the submission to the Journal may be suspended for more than one year.

Chapter 7. Data Storage and Confidentiality

Article 28. (Keeping of Records).
Records of preliminary and main investigations shall be kept by the Society for five years.
Article 29. (Secretity).
All matters related to the investigation, including reports, investigations, deliberations, resolutions and recommendations, shall be kept confidential. All information obtained in the course of their work shall not be disclosed. However, if there is a need for reasonable disclosure, it may be made after the committee's resolution.

Chapter 8. Supplementary Provisions

Article 30. (Operating Budget)
The budget necessary for the operation and investigation of the Committee may be separately paid.
Article 31. (Exceptions)
Matters not specified in this regulation shall apply mutatis mutandis to the relevant higher laws.
Appendix
1. This Regulation shall enter into force on February 09, 2012.
2. This Regulation shall be amended and implemented on 28 May 2016.
3. This Regulation is amended and implemented on 27 May 2017.
4. This Regulation shall be amended and implemented on June 02, 2018.

제1장 총칙

제1장(근거)
윤리위원회 설치는 본 학회 정관 제1장 제4조에 따라 본 학회의 각종 사업 수행에 따라서 생길 수 있는 윤리 관련 문제들을 처리하기 위하여 윤리위원회(이하 ‘위원회’라 한다)를 둔다.
제2장(목적 및 기능)
본 위원회는 연구, 교육, 출판 등 본 학회 또는 회원의 학술활동 전반에 걸친 연구윤리 관련 문제를 다룬다. 이 규정은 연구윤리 및 진실성 확보를 위한 절차와 그 업무수행을 위한 위원회의 설치 및 운영에 관한 사항을 규정함을 목적으로 한다.
제3조(적용대상)
이 시행규정은 본 학회지에 투고하는 연구자를 대상으로 수행하거나 그에 참여하는 자에게 적용한다.
제4조(적용 범위)
연구윤리 확립 및 연구 진실성 검증과 관련된 사항은 이 규정에 따른다. 윤리심의내용은 교육부의 “연구윤리 확보를 위한 지침”(개정 2012. 8. 1. 교육과학기술부 훈령 제260호)에 준해서 윤리 시행 세칙 및 Cambridge COPE guidelines에 따라 정하였다.
제5조(연구 부정행위의 범위)
1. 연구 부정행위(이하 “부정행위”라 한다)란 연구의 제안과 수행, 연구결과의 보고 및 발표 등에서 행하여진 다음 각호의 행위를 말한다.
1) 존재하지 않는 데이터 또는 연구결과 등을 허위로 만들어 내는 행위
2) 연구 재료‧장비‧과정 등을 인위적으로 조작하거나 데이터를 임의로 변형‧삭제함으로써 연구 내용 또는 결과를 왜곡하는 행위
3) 창의적인 타인의 연구 내용이나 연구결과 등을 정당한 승인 또는 인용 없이 도용하는 표절행위
4) 연구 내용 또는 결과에 대하여 과학적‧기술적 공헌 또는 이바지를 한 사람에게 정당한 이유 없이 논문 저자 자격을 부여하지 않거나, 과학적‧기술적 공헌 또는 이바지하지 않은 자에게 감사의 표시 또는 예우 등을 이유로 논문 저자 자격을 부여하는 부당한 논문 저자 표시행위
5) 본인 또는 타인의 부정행위 혐의에 대한 조사를 고의로 방해하는 행위
6) 학계에서 통상적으로 용인되는 범위를 심각하게 벗어난 행위
7) 기타 제2항의 위원회가 자체적인 조사 또는 예방이 필요하다고 판단되는 부정행위
2. 제15조의 행위에 관한 본 학회의 자체조사를 위하여 학회 내에 연구윤리위원회(이하 “위원회”라 한다)에서 심의한다.
제6조(용어의 정의)
1. “제보자”라 함은 부정행위를 인지하고 관련 증거를 본 학회 위원회에 알린 자를 말한다.
2. “피조사자”라 함은 제보 또는 위원회의 인지에 따라 부정행위의 조사 대상이 된 자 또는 조사 수행 과정에서 부정행위에 가담한 것으로 추정되어 조사의 대상이 된 자를 말하며, 조사과정에서의 참고인이나 증인은 이에 포함되지 아니한다.
3. “예비조사”라 함은 제보 또는 인지된 부정행위의 혐의에 대하여 공식적으로 조사할 필요가 있는지를 결정하기 위한 절차를 말한다.
4. “본 조사”라 함은 부정행위의 혐의에 대한 사실 여부를 조사하기 위한 절차를 말한다.
제7조(부정행위 방지대책)
논문의 표절 방지를 위하여 논문표절방지시스템의 검증을 투고하면서 시행할 것을 요구한다. 한국학술지 인용 색인 논문유사도 검사나 copy killer 등을 이용하여 검증하도록 한다.
제8조(생명 윤리위 승인 학인)
인간 대상 연구의 경우는 기관 생명윤리위원회(IRB)의 승인을 확인한다.

제 2 장 위원회의 설치 및 운영

제9조(기능)
위원회는 다음 각호의 사항을 심의‧의결한다.
1. 연구윤리‧진실성 관련 제도의 수립 및 운영에 관한 사항
2. 연구윤리강령 등 관련 규정의 제‧개정에 관한 사항
3. 부정행위 제보 접수 및 처리에 관한 사항
4. 본조사의 착수 및 조사결과의 판정, 승인 및 재심의에 관한 사항
5. 제보자와 피조사자 보호에 관한 사항
6. 연구 진실성 검증결과의 처리 및 후속 조치에 관한 사항
7. 기타 위원회 운영에 관한 제반 사항
제10조(구성과 임기)
윤리위원회의 구성은 아래와 같이 한다.
1. 본 위원회는 위원장 및 윤리 간사를 포함한 약간 명으로 구성한다.
2. 위원장은 본회 정관 제 36조 3항에 따라 학회장이 위촉한다.
3. 위원은 위원장의 제청으로 학회장이 위촉한다.
4. 윤리위원의 임기는 2년으로 하고 연임할 수 있다.
제11조(위원장)
1. 위원장은 위원회를 대표하며, 회의를 주재한다.
2. 부위원장은 위원장을 보좌하고, 위원장의 부재 시에 직무를 대행한다.
제12조(간 사)
위원회에 간사 1인을 두어 제반 행정 사항을 처리한다.
제13조(회의)
1. 위원장은 위원회의 회의를 소집하고 그 의장이 된다.
2. 회의는 재적 위원 과반수의 출석과 출석위원 과반수의 찬성으로 의결한다.
3. 위원회는 비공개회의를 원칙으로 하며, 필요한 경우 관계자를 출석게 하여 의견을 청취할 수 있다.

제3장 제보 및 접수

제14조(부정행위 제보 및 접수)
제보자는 위원회에 서면 또는 전자우편 등의 방법으로 제보할 수 있으며 관련된 증거는 반드시 서면으로 제출하여야 한다. 다만, 실명 제보를 원칙으로 한다.
제15조(제보자의 권리 보호)
① 위원회는 제보자의 신원을 보호하여야 하며, 제보자의 성명은 필요한 경우가 아니면 제보자 보호 차원에서 공개해서는 안 된다.
② 위원회는 제보자가 부정행위 제보를 이유로 징계 등 신분상 불이익, 근무 조건상의 차별, 부당한 압력 또는 위해 등을 받으면 피해를 원상회복하거나 제보자가 필요로 하는 조치 등을 취하여야 한다.
③ 제보내용이 허위인 줄 알았거나 알 수 있었음에도 이를 신고한 제보자는 보호 대상에 포함되지 않으며, 사안에 따라 관련 사실을 해당 소속기관에 통보할 수 있다.
제16조(피조사자의 권리 보호)
위원회는 부정행위 여부에 대한 조사가 완료될 때까지 피조사자의 명예나 권리가 침해되지 않도록 주의하여야 하며, 무혐의로 판명된 피조사자의 명예회복을 위해 노력하여야 한다.
제17조(이의제기 및 변론권 보장)
위원회는 제보자와 피조사자에게 의견진술, 이의제기 및 변론의 권리와 기회를 동등하게 보장하여야 하며 관련 절차를 사전에 알려주어야 한다.

제4장 예비조사

제18조(예비조사위원회)
위원장은 제보접수일로부터 10일 이내에 3인 이내의 위원으로 예비조사위원회를 구성한다.
제19조(예비조사의 기간 및 방법)
1. 예비조사는 제보접수일로부터 30일 이내에 착수하고, 예비조사 시작일로부터 30일 이내에 본 조사 실시 여부를 결정하여야 한다.
2. 제보의 접수일로부터 역산하여 만 5년이 경과된 부정행위에 대해서는 이를 접수하였더라도 처리하지 않음을 원칙으로 한다.
3. 예비조사에서는 다음 각호의 사항에 대한 검토를 시행한다.
1) 제보내용이 제4조 제1항 소정의 부정행위에 해당하는지 여부
2) 제보내용이 구체성과 명확성을 갖추어 본 조사를 시행할 필요성과 실익이 있는지 여부
3) 부정행위가 제보일로부터 역산하여 만 5년이 지났는지 아닌지
제20조(예비조사 결과의 보고)
1. 예비조사 결과는 위원회의 의결을 거친 후 10일 이내에 제보자와 피조사자에게 문서로 통보한다. 다만 허위제보에 의하였을 때 그러하지 아니한다.
2. 예비조사 결과보고서에는 다음 각호의 내용이 포함되어야 한다.
1) 제보의 구체적인 내용
2) 조사의 대상이 된 부정행위 혐의사실
3) 본조사의 실시 여부 및 판단의 근거

제5 장 본 조사

제21조(본 조사 착수 및 기간)
1. 본 조사는 위원회의 본 조사 시행 결정 후 30일 이내에 착수하며, 이 기간에 본 조사 수행을 위한 위원회(이하 “조사위원회”라 한다)를 구성하여야 한다.
2. 본 조사 본조사 시작일로부터 90일 이내에 완료한다.
3. 조사위원회가 기간 내에 조사를 완료할 수 없다고 판단할 경우 위원회에 그 사유를 설명하고 1회에 한하여 기간연장 요청을 할 수 있다.
제22조(조사위원회의 구성)
1. 조사위원회는 5인 이상의 위원으로 구성한다.
2. 조사위원회 위원구성 및 위촉 기간은 위원회의 의결을 거쳐 결정하고 조사위원회 위원장은 조사위원 중에서 호선한다.
3. 조사위원회에는 해당 분야의 전문적인 지식 및 경험이 풍부한 자를 2분의 1 이상 포함하며, 공정성과 객관성 확보를 위하여 본교 소속이 아닌 외부 인사를 5분의 1 이상 위촉한다.
4. 당해 조사 사안과 이해관계가 있는 자를 조사위원회에 포함해서는 안 된다.
제23조(출석 및 자료제출 요구)
1. 조사위원회는 제보자‧피조사자‧증인과 참고인에 대하여 진술을 위한 출석을 요구할 수 있으며, 만약 출석을 포기할 경우 별지 “진술권 포기서”를 위원장에게 제출하여야 한다.
2. 조사위원회는 피조사자에게 자료의 제출을 요구할 수 있으며, 증거자료의 보전을 위하여 위원장의 승인을 얻어 적절한 조치를 취할 수 있다.
제24조(본조사 결과보고서의 제출)
1. 조사위원회는 본 조사 종료 후 10일 이내에 본조사 결과보고서(이하 “최종보고서”라 한다)를 위원회에 제출하여야 한다.
2. 최종보고서에는 다음 각호의 사항이 포함되어야 한다.
1) 제보의 구체적인 내용
2) 조사의 대상이 된 부정행위 혐의사실
3) 관련 증거, 증인 및 진술서
4) 조사결과

제 6 장 본 조사 이후의 조치

제25조(판정)
1. 판정은 예비조사 시작일로부터 6개월 이내에 이루어져야 한다.
2. 위원회는 판정결과를 총장에게 보고하고, 제보자와 피조사자에게 통지하여야 한다.
3. 제보자 또는 피조사자가 판정에 불복할 때는 통지를 받은 날로부터 30일 이내에 이유를 기재한 재심의요청서를 위원장에게 제출하여야 한다.
제26조(재심의)
1. 위원회는 재심의요청서를 접수한 날로부터 10일 이내에 재심의 여부를 결정하여야 한다.
2. 재심의 절차 및 방법은 위원회에서 별도로 정한다.
제27조(결과에 대한 조치)
1. 위원장은 본교 소속 부정행위 관련자에 대해 학회장에게 후속 조치를 건의할 수 있으며, 외부인이면 해당 기관장에게 통보한다.
2. 징계 조치에 관한 사항은 다른 관련 규정에 따르거나 별도로 정할 수 있다.
3. 제1장 6조에 해당한 행위가 최종적으로 인정될 때는 본 학회지에 투고를 1년 이상 정지시킬 수 있다.

제7장 자료의 보관 및 비밀엄수

제28조(기록의 보관)
예비조사 및 본조사와 관련된 기록은 학회에서 5년간 보관한다.
제29조(비밀엄수)
제보‧조사‧심의‧의결 및 건의조치 등 조사와 관련된 일체의 사항은 비밀로 하며, 조사에 직‧간접적으로 참여한 자(위원회 위원‧간사 등을 포함한다)는 조사 및 직무수행 과정에서 취득한 모든 정보에 대하여 누설하여서는 안 된다. 다만 합당한 공개의 필요성이 있는 경우 위원회의 의결을 거쳐 공개할 수 있다.

제 8 장 보 칙

제30조(운영예산)
위원회 운영 및 조사에 필요한 예산은 별도로 책정하여 지급할 수 있다.
제31조(예외사항)
이 규정에 명시되지 않은 사항은 관련 상위법을 준용한다.
부칙
1. 이 규정은 2012년 2월 09일에 제정하여 시행한다.
2. 이 규정은 2016년 5월 28일에 개정하여 시행한다.
3. 이 규정은 2017년 5월 27일에 개정되어 시행한다.
4. 이 규정은 2018년 6월 02일에 개정하여 시행한다.
